James Q. Walker was quoted in the January 6, 2010 article "Lawyers' Manual on Professional Conduct" published by the American Bar Association and the Bureau of National Affairs. The article discusses the New York City Bar's "Report on the Outsourcing of Legal Services Overseas," which gives detailed guidance on how lawyers can meet their ethical obligations when they outsource substantive legal work to foreign professionals. Mr. Walker, the report's primary author, states that it is an attempt to expand on the guidance provided in an opinion (New York City Ethics Op. 2006-3 (2006)) which advised that outsourcing of legal support services offshore is ethically permissible so long as certain precautions are observed.
